PEO – Professional Employer Organization
What is a PEO?
A PEO is a Professional Employer Organization providing human resource services to mostly small and medium sized businesses. However, businesses of all sizes from 2 employees to thousands of employees can partner with a PEO. By partnering with a PEO, clients are able to cost-effectively outsource the management of human resources, employee benefits, payroll and workers’ compensation. Through a PEO, the employees are able to gain access to big-business employee benefits such as: health, dental, life, and other insurance; and other benefits they might not typically receive as employees of a small company. PEO clients can thus focus on their core competencies to maintain and grow their bottom line.
Is a PEO a staffing company?
A PEO is not a staffing company. A staffing company leases its employees to you for a temporary/contractual period of time. A PEO is a co-employment model in which we share the liability for the employee. We enter into an independent employment relationship in order to provide greater access to benefits, help to reduce workers’ compensation insurance and unemployment insurance claims, etc.

ASO – Administrative Service Organization
What is an ASO?
ASO is defined as an Administrative Service Organization. In this business model, clients have the option to outsource certain aspects of their administrative human resources functions such as payroll, tax filing, COBRA Administration, recruitment, etc. to a third party such as Win3. Win3 can assist with not only these administrative/tactical functions but may also assist with regulatory compliance issues as well.
Why Choose an ASO? What are the benefits of an ASO?
When you work with an ASO like Win3, we provide a truly outsourced administrative service as it relates to your organization’s responsibilities to your employees in Payroll and Human Resources. By choosing Win3 as your ASO we can offer you:
- à la carte services so you pay only for the services that you need
- You retain functional control over your HR processes
- Win3 provides administrative and back-office support
- Win3 has expertise in areas like HR compliance, tax filing, and benefits
Is an ASO a Co-Employment?
No. This is the key difference between an ASO and a PEO. Co-employment is defined as a shared liability between the client and the PEO, Win3. Under an ASO, the services are processed and revolve around your business’s tax id number(s). Thus, there is no co-employment or shared liability when using our shared ASO services and you hold 100% of the liability.
Is an ASO or a PEO better for my Organization?
Both a PEO and an ASO are options for organizations that need to either outsource or need additional human resource support. Both alternatives can help employers navigate the ever-changing compliance burdens. BUT there are some key differences, to make sense of those differences, it helps to get a basic understanding of each service. Both models provide administrative support and regulatory protections. But determining which service model is ultimately best suited for your business depends on the many variables that are unique to each organization. By working with our business development team, we can work with you to determine what works best for your Employees and you.
